I would bet a month's pay that in this modern day and age of information you couldn't get a Constitutional amendment through the whole process no matter what the subject.

The Equal Rights Amendment fell flat.

The gay marriage amendment never even made it out of Washington.

Getting two-thirds of Americans to agree to ANYTHING will be like herding cats.

Thank goodness.
