Two percent administrative costs probably counts only the administration incurred at the Federal level. Typically, nobody has ever itemized this statistic.
But ask the health care providers how many manhours they use up on their own books doing Medicare paperwork.
I've gotten into a lot of discussions on other boards on this, and am constantly told how much cheaper and more efficient the government would be at health care. I might be more inclined to buy this if there wasn't the counterexample of almost everything else the government has ever done.
Not one major government program, to my knowledge, has ever come in cheaper than predicted costs. And previous health care programs have ALL grown wildly beyond all cost predictions. Hell, the new drug benefit has almost doubled already and I don't think it's even really started yet.
