Generally considered to be administered really well: quite efficient relative to the amount of money they move, rarely make mistakes, had an "A" grade for y2k preparedness years in advance. EVen my Hannity & Limbaugh listening father has been downright impressed at how well SSA has gotten things done for him.
The student loan direct lending program also operates quite efficiently -- considerably more so than banks that do subsidized lending.
The fact that these are simple transfer programs obviously makes them easier to administer, but it is possible to do things right. It is also worth noting that these are programs whose customers are a very large number of middle-class voters. It's a standard cliche, but with much truth behind it, that "programs for the poor are poor programs". Federal programs with a large and relatively affluent customer base tend to be run fairly well, though certainly there are exceptions.
