9/11 was not an act of war because...

there was no intention by a foreign government to invade, overwhelm and occupy the US.

It was called a war in order to justify sending troops.

What should have been done instead, was to form lots of agents who know the languages and infiltrate them where the terrorists train, plan their attacks.
What should have been done was a recognition the US authorities failed to prevent it and act in order to maximize the chances it won't happen again (like study where and when there are massive crowds concentrations and guess what they could do to hurt as many as possible).
What should have been done was to seek for cooperation on the fight against terrorism and not on the "war against terror".

There is no "global war on terror." There is no widespread Islamic threat. There is????
Sorry, but I don't see anything of the kind.
There are here and there terrorist attacks and it's a police matter to try to prevent them and it works. Sometimes it does not, true, but investigating why that time it failed, should make it a lot harder for terrorists to succeed the next time.
