You seem to be labelling every combatant in Iraq "al Qaeda", and that's just plain ridiculous. I couldn't find a current reference, but I recall an official estimate of the breakdown of combatants that put AQ in the single thousands, out of somewhere around 100,000 active combatants.
You're engaged in intellectually dishonest rhetoric, clearly intended to muddy the real issues by conflating the civil war in Iraq with 9/11. Sorry, but that still won't work, no matter how many times you and Cheney try it.
al Qaeda didn't start the civil war, and didn't create the conditions which made it inevitable. Its involvement is an opportunistic drop in the bucket. George W. Bush created the civil war by invading Iraq, and he hasn't a clue how to end it. Withdrawal from Iraq is about cutting our losses from Bush's stupid mistake. Staying the course is about digging the hole deeper. It's that simple.
