While it seems appealing it would likely be political suicide. Independents don't win on a national scale and it would so alienate him from the democratic party they would never take him back. Look what happened to Pat Buchanan. He had a solid position within the GOP and once he ran as an independent he lost it all and has been a nobody since. Gore is not Buchanan of course but you see my point.

If Gore runs he will have to jump in by October IMO. The front-loaded primaries will make any late run hopeless.
