We have held successful elections under serious wartime conditions in this country. The Civil War and WWII come immediately to mind.

There is nothing in any of these documents about cancelling elections. That's a paranoid hallucination.

It's worth noting that there are government contingency plans for having elections under national emergency conditions, too.
