One in four is pretty high, considering that not everyone that has sex, certainly not everyone that has rare sex, is going to catch one of these diseases. In other words, the sexually-active population is certainly higher than one in four.
This doesn't make them whores, but it does imply that standards might be a bit looser than they ought to be.
The word "encounter" makes it sound like someone sneezed on you as you passed them in the hall.
Apparently, our educational system's priorities on values education lie in other areas.
