It goes back to us evolving independent from God. He could watch us, study us, listen to us, but only by living as one of us would he truly know what it is to be human.

God creates this universe with a goal of intelligent life arising all over it (following his natural laws). Imagine God visiting each world and living among the natives as one of them. This helps him experience life as one and helps him establish a personal relationship.
