I have been saying since early this year that the Recession would be over in July.

That doesn't mean that everything magically turns around in July, but the Recovery has begun. Employment will be the last to come back because there are a lot of adjustments going on there that have more to them than just re-employment. Retraining, retooling, reinventing the job market is happening.
