The same history that teaches Saddam should not have been allowed to become another Hitler teaches us why the FDA, FEMA, and CDC were needed. Any failures in these organizations are miniscule compared to the problems they were built to confront. It also teaches power corrupts loud and clear even if you and Tom keep plugging your ears.
Any complex organization accumulates innefficiency unless it is forced to improve. That is the main failure in our government - a lack of true search for efficiency, not that government should just go away and leave it all to the kindly business people who we all know are totally trustworthy.
I bet our government could easily be 25 to 100% more efficient, but it won't ever be as long as it is built by lawyers, businessmen and conmen. You can't do it just by cutting funding. People need the tools and education to measure efficiency and spend the money to improve it where there is a good payback.
This collapse was caused by business greed and self dellusion. Anyone who can't face that fact simply isn't grounded in reality.
