Those are the nations where only the rich get to make the rules Tom. Those are the poster children for power corrupting and the haves taking advantage of the poor. They did not get that way through any true democratic process. Elections made in ignorance followed by sham elections are not democracies. It's hard to comprehend how a normally rational person can twist things so backwards.
It's simple - people like power. Those that have it want to keep it and tend to want more. It's because those with it get more sex. It's an evolutionary drive common to all animals not just people. You talk like you are interested in the fairness of just deserts, but keep ignoring real examples of unfair results just because dealing with them MIGHT result in more unfair results.
I can't stand people ignoring problems just because they might be tough to solve or there might be some bad unintended consequence. Give it your best shot and if it doesn't work try something else! But above all else be honest in your evaluation of results and don't claim a piss poor economic recovery was great or an insurgency that's growing is on it's last legs.

Mark
