Law is always law whether it's enforced or not.
It's not effective if it's not enforced, but it's still the law. If I run a red light, I'm still guilty of a traffic violation whether there's a cop around to give me a ticket or not. That doesn't make it OK for a civilian to give chase and apprehend me, though he can take my license number and call it in to the authorities.
The enforcing authority must be deputized by the community to do that job. We deputized ourselves and dared anybody to take the badge off.
If you persist in using legal language to make your point, you will continue not to make it.
