Iraq was to get rid of its WMD's.

Where are they?

So, perhaps, they did comply after all!

France (and 21 other western countries including the US) had deals with Iraq.
The US is France's 6th commercial partner.
Iraq is France's 27th commercial partner.

By annoying the US, France ran much higher risks of loosing contracts in the US than by losing Iraq's market.
