Yes

It was obligated to allow unfettered inspections to prove it had no WMD and account for WMD precusers. It did neither and even the apologist Blix admitted that much. Nice try at French style excuses though.

As for you economic mantra it has been answered many times before without any reply.

1) List dollar figures not numerical ranking because trade volumes can be very close with only slight changes resulting in large differences in position.

2) Saddam could cut off trade at a whim, the US could not. Not only is there a lack of US law to provide for such there is the matter of the WTO. Doesn't Belgium have similar constraints on peevish executive power? I doubt very much that France ever thought they were seriously risking US trade with their stance. This really is a big red herring.

Unfortunately for France they weren't counting on a voluntary cut in American trade. The fact that they did pay a price is rather comicly ironic. Even if they considered a voluntary cut they probably looked at the poll numbers and figured there was little risk. They didn't count on the fact that many who did not support war would still see French posturing as a self promotional stab in the back.

Mark
