Socal security and other welfare spending isn't just wasted because those people would have had to pay for these things provately anyway. If there were no pensions then people would have had to save so it is just a form of involuntary saving. There may have been more efficient ways to do it privately but the money is not wasted. Of course many people would not have saved enough for retirement and sickness and those people would just be written off without welfare. This is a waste though since all social security really does is to make them save their own money, and private enterprise gets to make money off them as they spend it, they wouldn't make anything in profits from them if they were broke. War however is just a dead loss if there was no real threat.
