Serious consequences are the words I believe were used in the last resolution and the US was not hiding it's intention to use force if Saddam renigged again when that was written. I believe earlier resolutions were more explicit. In addition the use of force for over a decade in enforcing the no fly resolution was not seriously challenged. The resolutions clearly required Saddam to cooperate fully with inspections which he NEVER did. There was always some degree of stalling or requirements for prearrangement.
