Zinni's comments are common sense. As for the lack of sufficient resources, that wasn't an accident. Bush and the Regimes knew that if they were honest about the cost of fixing what they intended to break, Congress and the American people would be outraged and they wouldn't get their war. So they stonewalled and stalled and obfuscated until after we were committed and had no choice but to pay the ruinous bill.
