re: "Similarly, Saddam was required not to have WMD" & To Demonstrate It

Mark says:
"That is how he violated the terms of his "parole"."
Mary Anne says:
"Yes, and then he began to comply, so we hit him."

Say, if someone lives in San Franciso, CA. And the parole says he must stay in the state and live and work near his home. And the criminal is found in Flagstaff, Arizona. When he sees the cops, he turns his car around so he is now going West. Is this criminal "beginning" to comply?
Are we required to follow this guy back to SF? How many times must we do this? What happens if he wants to stop at the Grand Canyon, for maybe few hours, and maybe this turns into a few days. What happens if he tries to get the police off this trail, and succeeds, and next time the cops show up in the rear mirror, he's in Salt Lake, Utah. But is heading somewhat towards SF, are we suppose to continue following him? Maybe, the cops will tire of this game. Is it really that important that this guy is in SF? The cops do have a life, they want to see their family once in a while, and this hardly seems like it's a very worthwhile. It's almost as though this criminal has acquired bodyguards in the form of state paid police officers. Who will win this game?

Mary Anne says:
"The purported reason (not now, of course, but at the time) for invading Iraq was Saddam's stockpile of weapons of mass destruction."

No, it wasn't. With US forces building in the area, 1441 gave Saddam one last time to comply. He did not fully cooperate with the UN. Seemingly starting to comply is not good enough.
Blix said there still wasn't full cooperation. Maybe, Blix was lying. Maybe, Saddam was doing everything he could possibly could to cooperate. Maybe, there was some "misunderstanding". What "I got" was that Blix was trying to paint the picture as optimistically as possible, but couldn't bring himself to claim that he was getting full cooperation- but he was "hopeful" that he could get more cooperation.
