First, it's not positive but negative: Do not do unto others.

Second, both Arthur C Clarke and Carl Sagan praise the proverb. Sagan spends a whole chapter on it in one of his books (I forget if it's the Demon Hounted World or the Pale Blue Dot)
Third Our entire behavior can be based on it.
Fourth, if we accept the proverb, no need for a religion to tell us more.
