Suppose we're 98% behind the US.
With "You are with US or against US", it means we'd be against you.
We're a whole world and we all need each other.
There are 300 Million European consumers willing to travel to the US, buy US products, etc....
Would you want them against you because we don't completely agree?
There are thousands of different shades grey.

That's why Bush's words were inappropriate.
