He was politely ignored (or told to shut up) by the politicians from both parties who wanted to keep spending the surpluses. Those SS surpluses made the annual deficit look a lot smaller than it really was, and is why the National Debt continued to increase every year even when we were running a "surplus." Simply raising SS taxes today will not solve the long term problem.
