"They" means "all of 'em".

I'm referring to the Conservatives who deny anthropormophic global warming. Conservatives have an interesting way to approach this issue.

First, deny it's happening. Find other people who will say it's not happening and quote each other. The same people went to war in Iraq based upon flimsy, manufactured and false intelligence, and are denying AGW on even flimsier information. But first deny.

And then they, the Conservatives, regard it as too expensive to do anything about. Trillions for war, nothing to save mankind.

The next argument is that some countries would be doing more than others so the hell with it and the US will do nothing. Some countries would be paying more than others, so let's all go down.

All of those belong to "them", the people who deny or accept information based purely upon how it affects them. In the US it's political Conservatives.
