de Villepin isn't proposing someting new other than in international force to hunt terrorists throughout the world.
It has to be approved by the countries where it can act.
Problem, secret services are reluctant to share info even to allied secret services. It's also the case within the EU.
They're going to have te be creative if they want to be serious about it.
