France and Russia are permanant members. Their responsibilities in making the UN an effective body are far larger than most. Most of the other countries you site were not bribed because their opinions didn't matter. You keep raising the issue of economic interests yet dodge the implications of actions taken by some with demonstrated economic interests.
A large number of countries also supported the US. Chirac threatened some for doing so (another point you've dodged many times). The UN as a whole itself placed restrictions on Saddam and supported a war against him that ended based on his compliance with those terms. Violation of those terms alone was sufficient for more military action against Saddam and no limitations on the level of response were ever placed on those enforcing them. They voted for GW1 despite the fact that Iraq "never threatened" most of those that voted for GW1. Your point is simply hogwash. The UN has never required all countries to be threatened to take military action. 1441 also authorized the severest consequences and passed overwhelmingly.
Not only is it hogwash, but it plays into the hands of those who claim they are fighting an "illegal" occupation while they intentionally slaughter innocents in Iraq. The US has met target after target for trying to restore sovereignity to Iraq yet this type of BS feeds the Arab world's perception that the US does not intend to restore sovereignity to Iraq and helps recruit Jihadis. If my intolerance for arguements that help put at American soldiers at risk does not meet your standards of civil discourse that's just too bad.
