The issue is purely a financial one...

Without eminent domain, the developers would be forced to pay the property owners current fair value + some of the increase in fair value that will result from the development.

With eminent domain, the developers will only be forced to pay fair value. Any increase will be kept by the developer, and of course the politicians who will certainly be greesed by the developer.
