I've been kicking idea this around for a while. It runs up against my hostility toward any form of government involuntary servitude, but it's so damn appealing. Maybe, like in "Starship Troopers," you could tie it to a benefit.
Maybe in order to be allowed to vote, you have to sign up to be eligible for the Political Draft. This is a lot more lenient than Heinlein's book, where you actually had to complete a term of government service and retire before you could vote.
You'd be drafted as a candidate, not an office holder. A group of draftees would be held up before the electorate, and they'd pick one. Maybe if nobody got a certain percentage (they all stunk), you'd pick a new group. There would be certain exemptions for hardships and such, I suppose.
I don't have all the details.
Endless possibilities. The one thing they would have in common is that they pick leaders from a pool of people who aren't, at least for the most part, drooling to be leaders. This HAS to be an improvement.
