Would you say in advance: "I will initiate or support a war which will cost some 30,000 deaths, in order to establish democratic government in (whatever country)" ?

I'd like to survey the people living under tyrannies in this world, and ask them "would it be worth 30,000 citizens' lives, maybe your own, if freedom and democracy could be had in your country?"
