They HAVE to let the Iraqi elections show them WHO is favored to come to power. Then they'll try and work with that. Of course, whomever gets in will have to tow the American democratic line. Give them a SENSE of their own power, THEN start fixing elections.

Fixed elections have been happening everywhere lately.
Just another capitalists/dictators dream of keeping control of his country's wealth.
