Free speech isn't really free when it harms others. Burning someone's flag has historically been done by folks who wish to kill those people. Seeing Americans burn a flag triggers the same memories and associations. Besides that - it creates very harmful smoke pollution.
I see no need for an amendment banning flag burning, however I fully support local laws charging folks who do burn a flag or anything else with a $1500 littering/pollution violation. After all, the same folks who burn flags see nothing wrong with the government charging $1000 for throwing a cup out of a window alongside a highway or restricting public smoking with a hefty fine. Such freedom of expression that others are forced to endure should come with a price tag.
