Wouldn't that be incentive for people to stay in their own country and fight or impede the terrorists in their own land?

By leaving, are they not handing over control of the country to the terrorists?

By showing they are easy to extort a bribe from, wouldn't they be vulnerable to further extortion even if they fled to another country?

Running away never solved a problem.
