Plenty of refugees take advantage of that thinking.

There are refugees who came to Canada, and while their case was being reviewed decided to have children. They then pleaded for refugee status on the basis that their children were born in Canada and it would be inhumane to send them away. I have no sympathy for them. They are trying to cheat the system. People in poor countries will use children to gain the sympathy of people in rich countries. Just because some guy claims that his kids were kidnapped and he had to pay a ransom to get them back and that is why he is seeking refugee status in another country doesn't mean he isn't lying. And even if he is telling the truth doesn't mean he should be given refugee status. Consider the possibility that he was a criminal in his own country, dealing drugs, and his dealer wanted him to pay up. This is not something that he would admit, but he might use the circumstances to tell a lie that would get him in the door at the US immigration office.
