Well, try this.

This plan may be a model, which is no doubt why you have chosen to showcase it. But...

Explain to me how it can be guaranteed that in some applications of the program, cash vouchers (coupons) will NOT partially defray the expense of enrollment in a private school. To encourage the maximum number of participants in this program, partial payments will eventually be initiated (if that is not already part of the plan). Those who can afford to pay private tuitions will get a partial refund. Of course, the poor, as well the well-off, will be able to benefit, providing they can afford the ante. Unless partial payments are expressly forbidden by law, the affluent will preferentially benefit. Its rigged that way.

Also, explain to me, as a Libertarian, how this is not a blatant subsidy to a private industry. One which, in many cases, will have profound and partisan religious and political affiliations.

Tom, I agree the schools are in trouble and something must be done, and I probably support many reforms you advocate, but this law is blatant theft. And it is profoundly evil.
