True, but last time I looked...

...there was no monolith.

In PA, though we have one Department of Education in the Commonwealth, we have 500 school districts, each governed by its own locally-elected school board. Our biggest problem in general has to do with funding inequities in the state. Local schools are financed by local property taxes, by law. This means that students in rural schools, who are already isolated, have fewer resources to draw on.

Granted, we had a very high-profile case of government intervention recently in Dover. The Dover School Board had its "intelligent design" policy challenged because it was a First Amendment issue, though, and it would never have come to that had private citizens from the school district not brought suit against the school board on their own behalf.

PA Department of Ed stats for 2006-07 show the number of private/nonpublic schools at 2,516 out of a total of 5,751 schools in the state.

We have a cornucopia-come-rat's-nest of education. I know not this monolith of which you speak.
