It's easy. Those with wealth, and therefore power, take what those without it have in abundance: their labor, for a song.
It's been going on since the Pharoahs built the pyramids.
The best way to make sure that this source of wealth doesn't dry up is to make sure the supply of labor remains plentiful and cheap.
Why, otherwise, would the wealthy have opposed labor organizations for so long?
The main advantage, in the short run, of private schools is that they can expel students for a greater range of infractions than public schools can. It was the great threat when I was growing up: be expelled and have to go to the public school. One can surely see that, with public moneys diverted to private schools who can then expel the academic non-achievers, the cognitively disabled, and the social cripples, especially the bullies, public schools will become the reservoirs for the students the private schools don't want but without the resources and the community support to help them, let alone to educate them.
That is, unless the private schools become obliged to accept everyone once they accept public money, which would make them ... public schools.
