1) NATO isn't the UN.
2) Yugoslavia had its various regions recognized as independant states, by the UN. Yet, Milosevic interfered with them, then the UN arrived.
Kosovo came later and I remember it was considered a threat for neighbouring countries (like Albany) because of an important Albanian population in Kosovo.
