The original report, unfiltered by reporters, can be found here. Currently a horribly slow download, and will be looking at it in further detail, since some of their conclusions in the summaries definitely need looking at.
As for the think tank, I covered this in an earlier response. Suffice it to say, they had a different view of the situation before the war, like most people did.
Again, there was no possible way to know the facts of the matter, regardless of the best efforts of the U.N., before removing Saddam from power and spending months poring over evidence.
Let me make it clearer: The CEIP could not possibly have written this paper had we not already defeated Saddam's regime and had unfettered access to personnel, facilities, and documents.
Another big point missed in this entire discussion is that the administration's idea was to take Iraq out BEFORE it became an "immediate threat." That was the specific point made in the January State of the Union address, and that's why the policy has been called "pre-emptive." Whether you agree with that policy or not, it is ridiculous to accuse someone of inconsistency for "pre-emptively" attacking a nation before it actually attacks us.
