It is not Pacifism that invites aggression, but Humiliation.

The Versailles Treaty , after WW1, humiliated and isolated Germany so much that the population was naturally drawn to a dictator who gave the population a feeling of respect, but this was at the cost of minorities, of the jews and of the other countries.

9/11 humiliated the USA so much that it absolutely neede to go after the next villain on the planet, whether he had any involvement with 9/11 or not.
