Had England or France (or both) bloodied Nazi Germany's nose before the latter had built it's armed forces into a massive machine, Hitler may well have thought twice about aggressive action. That's a fairly well-accepted interpretation. In other words, if someone had interfered with Germany's internal affairs prior to ww2, some 50 million people might have been spared. We'll never know because those who were in a position to do so hadn't the required fortitude.
History shows repeatedly that pascifism sometimes invites aggression. Though a bumbler as a commander, Hitler was masterful at playing the other European leaders before the war, buying the time he needed to create a killing machine by exploiting their desperate desire to avoid conflict--a desire that would have been admirable if it hadn't also channelled them into terrible misjudgements.
"France will veto any resolution which might lead to the use of force," had it been allowed to stand, could have gone down in history alongside "Peace in our time."
