<It is now the official policy of the United States to take a dim view of other nations who fully shoulder their own defense burdens.

I don't read it that way. It seems to me it says that the US will take a dim view of a potential enemy attempting to build a military of similar strength to the American Forces.

Is there any other nation which could seriously contemplate such an undertaking anyway?
