What a pompous thing to say!
For all practical purposes, Canada is a sovereign nation with its own history and its own laws and its own traditions and its own economy and its own personality and everything.
It is not a territory of the United States, though it has suffered the problems of living next door to a 900-lb. gorilla.
Canada is our friend. Treat it like a doormat and it will respond accordingly.
If the National Guards of GA, FL and AL want to practice annexing something, they'd better finish with Mexico, where the climate is more amenable to their constitutions.
