Sadam=Johnny
Johnny is a neighbouring street punk who's been brandishing a weapon and acting ugly.
So, in 1991, we cut him off at the knees and knock he and his country down a few pegs. We watch him and send inspectors to his turf to make sure he brandishes no more weapons.
Then, all of a sudden he is a threat again and the inspectors still turn up nothing, but we decide to go slap Johnny up the side of the head again without fair provocation.
We don't find Johnny, but we've disturbed his nest and all his families' family.
The world looks on and says "Why?"
