That a nuclear attack was utterly unsurvivable.
This was almost exclusively a leftist/liberal thesis, culminating in the famous "nuclear winter" scenario. The only thing you could do if there was a nuclear exchange, in their minds, was to blow your own brains out if you were fortunate enough to own a gun.
Oddly, considering how leftists today worship the way Europeans and others do things, many other nations had quite extensive civil defense preparations during the Cold War, even as we were discarding ours. Switzerland and Sweden had amazingly robust preparations.
The Soviets and Chinese both had their own huge civil defense programs. Somehow, none of these nations considered a nuclear war completely unsurvivable.
A more conspiracy-minded person might wonder if convincing the United States through assorted channels to abandon all forms of defense (see also: missile defense) might have been high on their strategy list.
