The history of opposition to civil defense dates back to the JFK era. I'm not going to go any further into it.
No matter what complex analysis you make of the issue, right or wrong, the fact remains that the Soviet Union continued, until the very end, to maintain a strong civil defense system. So did many European nations. A short piece on neutral Switzerland's system here.
Apparently, they all came to different conclusions than we did.
