That it's largely politically-motivated is glaringly obvious, considering who the major proponents are, who's driving the issue hardest, who and what is being blamed for the problem, and the collectivist and redistributionist ideas almost exclusively proposed as solutions.
All of these are right down the centerline of leftist beliefs, principles, and goals.
