re: "economic and political interests"

The money may be there to be made by the regulators, but they are a dispersed and decentralized group, and the mechanisms that will collect and get rich from these taxes haven't even been legislated into existence yet. No one even knows what they will look like or who will be in charge. They will evolve over time, I'm sure, but they don't exist now. There isn't a group of bureaucrats sitting around a table figuring out how to divvy these funds, and plotting elaborate plans to get their program adopted, at least not yet. Right now what you have is a group of organizations, without stockholders or financial resources, just terying to get their programs accepted.

On the other hand, those who stand to suffer from severe CO2 controls are already in existence, they are huge, already making great profits, and already tightly organized in existing corporations and industries. And they're already sitting around tables plotting their strategy.

The forces favoring action against AGW are dispersed, weak, underfunded and relatively disorganized compared to the mammoth industrial and financial giants that oppose them. It may be tempting to consider them as being equivalent and equal opponents, especially by those who fear them, but they are not.
