I disagree.

There isn't a group of bureaucrats sitting around a table figuring out how to divvy these funds, and plotting elaborate plans to get their program adopted, at least not yet.

Yes, there is. Many groups. Start with the United Nations and other international organizations, and work your way down through national and local governments. I didn't just make up the terms "cap and trade" or "carbon tax."

...The forces favoring action against AGW are dispersed, weak, underfunded and relatively disorganized compared to the mammoth industrial and financial giants that oppose them. It may be tempting to consider them as being equivalent and equal opponents, especially by those who fear them, but they are not.

Yeah. All the governments and organizations around the world pushing these taxes and programs, like the UNFCCC, meet in their mother's basements. The U.N. IPCC program, the Kyoto Protocol, and the Bali Conferences were developed at local Rotary Clubs.

It might be educational to actually compare the amount of money flowing into AGW work by governments and organizations around the world compared to corporate funding of anti-AGW work.
