You tell me. Would someone ever dare to mount an attack on Washington DC and New York City? Major cities in a nation armed to the teeth with nuclear weapons? Obviously, fear of retaliation didn't make much of an impression there.
What makes you think Iran would even do the dirty work themselves? And what level of proof would you need that an anonymous terrorist bomb came from Iran (as opposed to a lost Russian nuke or something from North Korea) in order to justify a nuclear retaliation on Iran? Even before the mushroom cloud cleared, the air would be filled with fervent denials from rogue nations. The burden of proof would all be on the retaliating nation. Look at all the trouble the U.N. has had just trying to nail down solid proof on that reactor site in Syria.
You're betting an awful lot on the rationality of these people. If someone does fire off a nuclear terror attack, are you going to be one of those screaming that everyone should have seen it coming?
