I certainly agree with that, but the implication is that it has been stopping with Bush. Nope, he's weaseled out of responsibility for every disaster in his Presidency.

As far as Conservatives are concerned, the "buck" is moving from Clinton to Obama. And the reality is that except for what's being shovelled to multinational corporations, there are no more bucks.
