So why aren't those "policemen" out arresting the militants firing rockets into Israel?

Could it be because the militants work for Hamas, the same people the "policemen" work for? Those "policemen" are the enforcers for Hamas. The brownshirts (or in this case blackshirts) who keep order by enforcing Hamas' edicts and will. Hamas are not the good guys in any way.
